I don't know about you, but it doesn't seem that mad to me to think that with our sporting director dreaming of CEO roles elsewhere, he might have taken his eye off the ball last summer. It's not Arteta's job to ID talent, but if he wasn't doing it, then who was?
It is also, of course, possible that Arsenal either explored moves for the players you mentioned and didn't follow up, or simply didn't fancy either of them. That doesn't in itself mean the process itself is at fault, at the end of the day, it's just a judgement call.
