Can they just threaten to restrict UK's access to their oil in response to any sanctions? Wouldn't be surprised if those conversations are happening behind closed doors.

For the league this judgement is still quietly framed by the Johnson government's threat of an "independent regulator" after the last attempt at a breakaway ESL. It's impurely an impure football issue.
As for the geopolitics, I think they'd be more likely to play a part of sorts if that hypothetical "independent regulator" were involved. The UK government has no track record of stepping up to Gulf monarchies.
