I can't imagine he made those "demands". He may have enquired about the number and asked for assurances re the squad.

Really? Why not? Happens all the time in the NFL and the NBA. Why couldn't it happen in a football team?
And you have to think about it as the team. Perhaps having the number 10 is worth a lot to him, and costs us nothing to give away, helping close an affordable deal with him. Even a promise of additional signings might cost us very little if e.g., we are already committed to spending 100m pounds a year each of the next few seasons. But it could be valuable to him to have that assurance. Negotiating across multiple dimensions like this makes it easier to conclude a deal
I suppose you are right that asking for a number/assurances is different to demanding them as pre-conditions.
We could be the ones offering them as sweeteners to reduce the financial figure.
As for basketball there are only 16 players on the team with 5 players on the court so their influence is greater.
I cannot think of any NFL player with this type of power as they mostly receive toilet paper contracts.

On the other hand, I totally believe that he sought assurances regarding further investment in the squad. van Persie and Henry both did the same in the past.

Yep, that's obviously what happened. Wenger and Gazidis probably outlined their future vision for the team and made promises to Özil and his agent about bringing in a certain type of quality.
It's not written into his contract that he could walk if we don't sign Benzema or whoever though. That's not how these things work. Quality is highly subjective for one thing. Signings might misfire for another. Too many variables to take into account for such an agreement to work on anything but a highly theoretical level.

Could be as simple as "if Jack doesn't come back I'd like his number".
Now that he is No. 10 for Germany it could be a marketing thing for him, makes getting the number maybe financially important for his party.
