Its the right decision to move him on. He's been extremely average on loan. Bit of a combination of injuries and a lack drive are stopping him from reaching his potential. It happens.
Not a combination, the injuries have basically destroyed him.
His attitude is shit too. Thinks too highly of himself, expects his game but doesn't want to earn it.
While I get what you mean, why did he go to Bournmouth if he actually too highly of himself? Even if his loan had worked out, I think prioritizing his England position over our team wasn't going to be a good look.

I think its because he loves being an England star. He didn't want to have to compete with players like Ramsey and Ozil for a starting spot here. I stuck up for him in the face of all this for a long time because I hoped he'd come good but he just doesn't have the drive for it. Too happy with his level of fame.

At last a rumour about Theo leaving. Have a lot of time for him but he's just not cutting the mustard and him going would free up an awful lot of wages

Any of the above is fine. Both Theo and Ox have their uses but they'd be easily replaced.
Theo gets a very hard time considering he had a better season than an awful lot of our players who people still tolerate.

My sources reliably tell me that Wenger heard about Zidane promising Mbappe that he would clear up space in the Madrid frontline by discarding one of Ronaldo, Bale, or Benzema. In return, he's told Mbappe that he'd match that offer by getting rid of Walcott. Mbappe is coming guys, in a 14 shirt.

In our current formation is there even any real need to replace Theo or Ox? I'd just get rid if it frees up money for a record signing or two.
A player with Ox's skillset is absolutely essential in this formation.
I think if Ox goes we need a back up to Bellerin but I prefer Bellerin to Ox at RWB.
If Ox hopes to get a starting job at a team better than Arsenal, he's smoking his jockstrap. Liverpool are not better than Arsenal. He should not be fooled by a season of managerial madness from Arsene. He's a bench player for a top team, and should accept that. Same with Walcott.

However Ox may be a better fit or get more opportunities at LFC.

I'd take the 3rd option, but the replacements would depend on what roles AW wants from the flanks & in what shape.
For mind if he wants end product then he could well go with 2 winger types and play 2 holding/sitting CMs to provide cover.
If AW wants to replicate a 5-5 split we could see something like
Aubameyang
Martial - Forsberg
Lemar - Xhaka - Goretzka - Bellerin
Kolasanic - Kos - Mustafi
Butland
Mirror say we've rejected Liverpool's first approach for Alex Oxlade-Chamberlain. Around £25m.
If they go up to £30m or so selling would seem like good business to me. We wouldn't want Ox if he played elsewhere if for no other reason because of his injury issues.
