You put all these things together and this transfer is a no-brainer. Get the boy in. It feels expensive at first but these numbers will change the way everybody both within Arsenal and beyond perceive our club.
Suarez is not comparatively better than Campbell was when we signed him. Not in a million years.

Don't give a toss about what Campbell did for us. When we signed him he was right up there with the big Italian as the best defender in the world.
You can't really be better than Sol unless you're Messi or Ronaldo to be honest. There's a good reason why almost every top club in Europe was after him. Remember thinking we had no chance of actually getting him. Was an amazing signing.

Standard antics. Days of testimonials are becoming rare at the top flight. Can't bank on a new signing staying for 5+ years. But we have a talented core (won't say the b-word) who we hope to keep at the club for stability and these volatile, genius twats would give us the shot in the arm we need.
He'll be in his 30's in 3-4 years. Perfect time to shift him to Monaco.

we have a good squad of good to very good players, but we lack world class talent. suarez is a world class player; easily top 5 in the premiership. he'll be great here.
suarez and 2-3 other players will make us into genuine contenders next season.
We're not going to be contenders next season, whether we get Suarez or not.
