There's no need to get bogged down in the semantics of what Wenger says. We should know what his media tactics are.
Basically he talks about the club in a different perspective to what we think. He puts us in the context of all clubs. We consider our activity in relation to the top teams and rivals (which now include anyone from Man City to Everton). So when he means we can afford 90% of players, he's talking about the activity everywhere...and that's obviously true.
Similarly when he says we're looking for an exceptional player or 'super super quality' or whatever, he's talking about being outstanding in the whole pool of footballers not outstanding in the pool of quality players. It's about what perspective you're talking from - and that's what covers his arse. If someone tells him "Giroud is not top quality", that's the argument he answers with. It's an easy marketing strategy.
