There's no need to get bogged down in the semantics of what Wenger says. We should know what his media tactics are.
Basically he talks about the club in a different perspective to what we think. He puts us in the context of all clubs. We consider our activity in relation to the top teams and rivals (which now include anyone from Man City to Everton). So when he means we can afford 90% of players, he's talking about the activity everywhere...and that's obviously true.
Similarly when he says we're looking for an exceptional player or 'super super quality' or whatever, he's talking about being outstanding in the whole pool of footballers not outstanding in the pool of quality players. It's about what perspective you're talking from - and that's what covers his arse. If someone tells him "Giroud is not top quality", that's the argument he answers with. It's an easy marketing strategy.

Just watched the most recent Wenger interview and in relation to transfers he says he doesn't want to give "wrong hope" that he can't justify later but we are working "very hard" on it.

How comes he bought gervinho after previously saying he only wants top super quality.
No idea, he's ridiculously optimistic in his assessment of players sometimes.
Believes that given a chance they'll improve,.
Gervinho was signed off the back of an excellent season and probably more importantly, was within budget.
Granted, but he was never what you'd call super quality
I think Wenger's super quality and our super quality are two very different things.
"I want a top top player, who isn't overly aggressive, lives a nice happy home life, will take a pay cut, has a cheap transfer fee, doesn't have an intrusive agent and preferably doesn't mind sitting on the bench behind worse players than them" doesn't quite roll off the tongue as easily.

Ah right, I forgot about Shava, as has Wenger in terms of the squads he's been choosing but I suppose if it means he can avoid buying another attacking player he's going to include him in the calculation.
