The arguments against signing him: he's a defensive minded midfielder when we need an attacking creative midfielder?
He's only 21, has zero PL experience plus his form this season has been far less impressive than that of his previous season?
I have not seen him play enough to assess independently whether or not he's worth the price being bandied about in reports today.
I'm assuming though that Wenger of all people would not part with a sum that size unless he's sure that he's getting top quality.
His age, lack of experience and the possibility that he may not immediately settle into PL football are the only real reasons that I would wonder about this signing.
No issue at all with us signing a midfielder who can be trusted to hold his ground, anticipate and cut-off opposition attack.
The less vacant, vacated, counter attackable space I see in midfield in the future the better.
