Bendtner has never looked like the next Ibrahimovic at any level, why was cesc's potential (which was alot higher than Bendtner) rated so highly before he started a senior game? ofcourse you can judge players in the reserve, granted senior football is a big step up, but that isnt a basis to say you cannot form an opinion on a player.
Bendtner looked a real quality prospect back in the day. Both he and Lupoli used to score about 50-60 together but even Lupoli acknowledged that most of his were down to bendtners passing and layoffs.
Im also not denying you can form an opinion a player. But saying "he has higher potential than the other when one hasn't played senior level football while the other is still progressing" is a bit daft.
Pennants potential was also highly rated before he started a senior game. Look at how that one turned out because you have certainly more of those than cases like cesc.
