Bendtner looked a real quality prospect back in the day. Both he and Lupoli used to score about 50-60 together but even Lupoli acknowledged that most of his were down to bendtners passing and layoffs.
Im also not denying you can form an opinion a player. But saying "he has higher potential than the other when one hasn't played senior level football while the other is still progressing" is a bit daft.
Pennants potential was also highly rated before he started a senior game. Look at how that one turned out because you have certainly more of those than cases like cesc.
Bendtner, Pennant these guys were no were near cesc's level, seriously. guess its what you see/rate in a player. Forming an opinion is saying he is as good as x or better than y, nothing wrong with that. Anyway they are both still developing so you can only talk in terms of potential, its not like Ox is a seasoned pro.
Time will tell with Gnabry i guess.
