I'm not sure the Malaga situation is quite as simple as some make out. I can't believe that their billionaire owner would let things get as bad as they have only to swoop in at the last minute and fix everything. Time will tell I guess.
He doesn't have to fix everything - he just has to pay their wages & refuse our offer.
The owner recently tweeted a picture of a racehorse he owns and quipped "worth more than any footballer".
Think the suggestion doing the rounds is that he's bored with his Malaga toy and is none too keen on paying the tax debt (or the players wages ).
He also has to settle other debts otherwise they could face relegation among other things.
And what if Carzola still wants to leave, which I'm fairly certain he would?
He'd be mad not to want to leave that setup.
Why would anyone want to stay at a club where it's not certain that wages will be paid at the end of each week?
Not much point in having a contract agreeing a big fat salary when you have to take action against your employer to force him to honour that contract.

It's the tax debt and the money owed on the transfers that is the issue. Wages were sorted according to reports last week or whenever it was.

Cazorla has been left out of the Malaga squad for their pre-season tour to Venezuela.
Could be because of him being part of the Spain Euro squad but i'd like to believe it is because he is destined to move here

Those are precisely the things he needs to sort out, or they will have to sell players to pay their debts.
Sure - and unless they have to sell their entire squad, I'd be surprised if selling their best player at a less than extravagant fee was where they look to start. They may of course be forced to, but if it comes to that it'll be a long, drawn-out process, not one where we wrap up a transfer in couple of days.
Selling the players that bring in the highest fees is usually where indebted clubs start.

It depends on how quickly they want to raise funds. As we've seen from experience, it's not easy to sell off your shit players for high money.
A quick look at their squad makes Cazorla their most valuable player by miles.
Of course they'd happily keep him but if he agitates for a move it might just make things easier to sort two problems out at once. Plus, seeing as they're rolling in millions it'll be similar to Man City selling Robinho.
Cazorla deal losing steam already.
