Better league, bigger and better team. Bayern are much weaker than us overall. Don't see how that's even arguable. They finished 3rd in Bundesliga last season, which is a much weaker league than Premier League. Most international players would prefer Arsenal, just like most players would choose us over Benfica or Porto. There are exceptions based on national bias as Tim suggests (which might indeed work against us in a pursuit of Schweinsteiger, but we'll never know if we don't try) but it doesn't change the fact that Bayern is an inferior club in an inferior league.
