I'd say that Hazard is roughly on the same level as Nasri were at that age, but he's a more natural wide player. And he just led them to a league title, something Nasri never did at Marseille.
I think Captain has a point anyway. Nasri's current ability is getting pretty overrated when people suggest he's better than Freddie, but people equally underrate how hard he will be to replace this summer. The player market is fucked. You just don't get a proven replacement without spending a ridiculous amount of money. We're talking about money we in all likelihood can't afford to spend on a single player, and with wages we can't afford to pay to go along with it. If the problem with Nasri is that he wants more money you're not exactly solving the situation by signing someone who, on top of a £30+ million transfer, would ask for £90K per week.
