Personally I feel like the big ceiling raiser for this team this year is going to be just seeing if we can get Saka, Odegaard and Havertz healthier this season. And by that I don't mean just getting them healthy enough to be available - we need to get them back to their best fitness even if that means resting them for a significant amount of time at the start of the season. We really haven't had a healthy Saka, Odegaard and Havertz for the better part of two seasons now and our attack has suffered massively. When they were fit and firing at the end of the 23/24 season, we looked close to unstoppable. Our squad is too good now to be able to realistically find genuine ceiling raisers in the market consistently IMO (without spending 600m on 3 players of course) and that's completely fine.
Bruno would definitely be an improvement on Zubimendi/MLS next to Rice as a defensively solid CM with substantial upgrades on progressive passing and G/A contributions from the midfield. I think that also helps to bump up our ceiling since he has the passing range to potentially open up the games of runners at ST (Gyokeres) and LW (Martinelli or Barcola?).
Even if the remainder of our moves are simply exchanging bodies (Tzolis for Trossard), if we can bring in players that help us rotate by giving Arteta confidence he can trust in them, especially in the beginning of the season, that will allow us to get our top attackers the rest and recuperation they need so we can have them as close to full fitness as possible by November/December.
