Yup I think during the window was a different story, even then only if we get a top player as he is too valuable for us to let go.

Yeah I think this is a big part of it. No reason to do this after the window shuts apart from throwing some stones in the water.

It's similar to what the Chinese league was doing a while back. They can't easily become the centre of football, so over time they'll emphasise other objectives: the stated longer term goal is prestige and economic diversification.
