JazzG he hasn't been dropping deep for Bayern the way he did at Spurs. Plus England don't have a Son type player in the squad so it doesn't make sense for him to do it. Kane is perfectly capable of staying high up the pitch, we've seen that at Bayern this season, he's a menace high up between the posts when he gets service usually.
FWIW I wouldn't drop Kane anyway, I'd drop Foden and play Gordon and hope to get more supply into Kane by stretching the game more and getting more crosses in. Its international football, you aren't going to get them to play like City so keep it simple, feed your CF and don't concede.
