Nah, it's a decent deal that I reckon both sides will be happy with. Better to get it done before they sell Kovacic and Mount, at which point our bargaining power is weakened if they no longer need to sell before July.
People talk about Havertz having 3 average seasons and therefore should come at a discount - if he had 3 good/great seasons where he met expectations, he'd be going for 100m+, or more likely just wouldn't be available. Whether or not £50m is a bargain therefore will be determined by whether he continues to be average or if he can fulfil that potential.
