Anyone saying "FFP is toothless" and "there won't be any penalty", don't forget to factor in the effect of this stuff on speculative behaviour by clubs in the present. It might not be everything we'd want, but this'll have at least some sort of chilling effect on what PIF is doing at Newcastle for example. It doesn't need to lead to crushing sanctions to achieve that impact.
It's also positive how far back it reaches into the past. Should help discourage "blitz doping" by newcomers who think they can get it all out of the way before the Pinkertons come in.
