There's also something to be said for signing players from within the league, and even already settled in the same city where he's live his whole life and won't even need to move house. Guess these things are bonuses that can add a premium. He'll be ready to go from minute 1.

gone a bit quiet since the alleged 2nd bid went in. seems west ham are letting it sit to encourage bids from elsewhere. i can't see anyone else with the same appetite at 100m, so it feels like we should see our bid accepted fairly soon.
