Let me restate myself in a couple of paragraphs.
Premier League clubs like Arsenal should materially sanction substantiated sexual misconduct by their players, even if the evidence that is gathered wouldn't or doesn't lead to an arrest, bail, charges, or a conviction. Football is surrounded by gendered violence. The law is demonstrably ineffective in the UK when it comes to reports of rape. Without any consequences for perpetrators, there will be little change. However, the clubs are in a good position to make the situation better.
These same clubs already have disciplinary practices concerning diet, habits, off field behaviour, where punishment might mean docked wages, a stint in the reserves, or being transfer listed. Arteta telling his squad that not getting investigated by the police for rape is a "non-negotiable" isn't a long stretch. As two possible penalties, suspension or termination aren't far out of keeping with what workers could expect in a similar situation in many workplaces.
People will wring their hands all day about false accusations, cherry-picking a few examples as if it isn't understood the great ongoing miscarriage of justice here is that the majority of sexual offences have no consequence.
