Segway how good you are at your best isn't really the point though. For 2 years he's been at his best about 20-25% of that time, otherwise he is out or not at the top of his game. If you are going for a top 4 spot that works, if you are fighting for a title where every dropped point in the season is crucial then you need more consistency and more availability. Its the same with Partey, top of his game he's hard to find better but you don't get to see it regularly enough.
Look at Havertz and Rice. They've been ever present this season. Rice rarely has a bad game. Havertz didn't start the season well but his availability and hard work managed to push him through into top form. Thats the level we are at. I don't think we should be carrying players like Jesus and Partey going forward. They both have really big wages and don't contribute enough. We may also be stuck with them for that reason.
