Loads will disagree, but I don't care - Arteta for me is the one that makes the right calls, and I think he got the players he wanted. I think it's the same at every very well run club - good scouts, good DoF, they identify and target good players, but a manager has to know exactly what he wants to build, the characters and make-up of the dressing room and the tactical roles on the pitch, and then he is the one that brings it all together.
People will talk about each of those individual cases, and you could do the same with every successful club - Liverpool for example would have had this player or that other player in mind when signing many of the big hitters that have lifted them to the very top. But just like Klopp, Arteta knew what he wanted and got it right and is building the team he envisages. He knows exactly what he wants and exactly how he was going to evolve the team next. Window by window, with every expensive ill-suited player's departure, he's a step or two ahead.
