That was the case some ten years ago when there was no collective TV marketing deal for the league and every club had to negotiate on their own. Under the current deal Madrid and Barca take less than 25% of La Liga TV money home.
Also Barcelona didn't dominate because of their money, they did it because they had the undisputed best ever and two top 10 ever players come through their academy at roughly the same time and a bunch of other World class players which they paid nothing for.
No other club has ever had that kind of luck and none probably ever will, although ironically if PSG weren't owned by the QIA they actually could have a similar generation looking at the roughly 2000 potentially world class players born in Paris's banlieues between 1998 and 2005.

so 10% goes towards the 2nd division
whilst 50% of the remainder is shared equally amongst the 20 top flight clubs,
then half of the remainder goes towards 'merit' based upon success over last 5 seasons
and the last of the money goes towards those clubs with the biggest resources.
An earlier article indicated that only the top half of the table were eligible for the last 2 payments.
The changes were made in 2015, and an earlier article indicated they were not introduced all at once and only came into full effect with season 2019/20.
Yes Barca and RM no longer receive more than 50% of total revenues, however only the big3 received over 100mE of the revenues, with the top earner getting almost double the revenues of the club receiving the 4th most revenues = it's still skewed in favour of the big3.
