That doesn't makes sense, you know what you know and your understanding of the game is what it is. Any manager worth his salt will have a very strong idea of the sort of football he wants to play and how he's going to get it from day 1, nobody starts from a blank canvas.
I also don't understand what you mean by 'he's not trying to get good at being a manager'. How on earth would you know that? I do think he's stubborn and arrogant, but so is pretty much every top manager out there. They all love the small of their own cooking.
Lastly, why is his performance down to him being a rookie? Why was that not the case with Emery? People talk about how the likes of Zidane and Pep 'learnt the trade' managing b sides... well Arteta has learnt the trade managing Arsenal for 18 months... does that mean he's ready now?
It all smells of confirmation bias.
Arteta has failed because he's not been able to perform with this set of players, same with Emery. We need to find someone who can. All this talk about pedigree, CVs , or hipster choices like Rangnick who's managed 3 seasons in the last 10 years... it's just the worst way to hire a coach. Find someone who's actually a good fit. for my money Rodgers has been able to get 3 separate PL clubs to perform at their peak, at least for a time.
