Can't be fair because if Rodri didn't tackle him Mings wouldn't need to tackle/pass that ball away. Can't say Rodri didn't affect play at all
EDIT: Dermot Gallagher says it's because of a new IFAB law this year. As long as Mings take control of the ball Rodri can tackle him as he is not deemed offside anymore. It's a new phase. That is the new law.
For Rodri to be offside, Mings must not touch the ball and leave it and let Rodri touch it first from an offside position.
