Fair enough Quince.
Villeneuve is a director who makes political works but has tended to set up a liberal-cynical political frame around each one. He also has an ongoing problem visualising anything that needs mixed colour, diversity of scale and content, bricolage, etc—that comes through in how he's made the DUNE films, but the material suits the method.
I do like him much more than I like Nolan with whom he's often compared.
I was mega keen on Villeneuve around the time PRISONERS and ENEMY came out, which were the first of his works I saw, and they're both very good in my opinion. But I reckon he's been hit and miss since.
Out of the "Hollywood made men still working who like to show their abs" mix, I'd pick Fincher. Dunno about consistency though, as Fincher also makes a few turkeys.
