While it's certainly true that almost every case in Germany too has been people who couldn't live without going for their annual South Tyrol trips I'd say a bigger reason is that governments won't step in to take the necessary precautions until it's too late. Take Taiwan/ROC for instance, they should be after China the country that's hit the hardest yet two full months in they have like 40 confirmed infections and one death, all because they weren't afraid to immediately act and were well prepared with decently funded institutions from SARS days.
Ministers and news outlets love to quote "tough and unpopular decisions" like forcing people to work well into their 70s, low wages and social services cuts when it comes to fucking the people over but God forbid someone called for factories to be closed because company profits are sacrosanct. Now there are discussions whether schools should be closed and everyone will dither again until there's another outbreak somewhere.
