I imagine there will be limited transfer action until next season is set in stone, ie clubs know length of season and amount of both TV and match day revenue. Then people can really execute on transfers.
The opening this leaves is for a club with sufficient financial wiggle room to make a deal early. Everybody is hurting right now. And there are certain clubs whose business models are heavily weighted towards certainty of transfer revenue - eg, Ajax, Leipzig, Lille, Rennes, Lyon, etc. these are the types of clubs that negotiating early transfer with might be beneficial to both parties.
