I think it’s a trust issue. I don’t think he trusts Pépé he deploy his system. He has Willian playing on the wrong side ahead of Pépé - is how little faith he has in Pépé. Notice that Willian doesn’t run and cross. He stops and does a short pass or a cutback most of the time because he is on his weaker foot.
I’m not a bit Willian fan but I do wish Arteta played him on the right because from there he can beat a man and cross well.
As for Pépé, the discussion rarely puts agency at the player’s feet. He needs to keep pushing to claim his place. You need to make yourself unstoppable. Saka, ESR, Auba and Tierney have made themselves unstoppable. He needs to do the same. Arteta is not using some random function to pick players
