Juve don't want him that means a lot more than them signing him. This is the club that signed shez, bendtner and senderos of us.
Of course they don't want him, he's approaching 30, has been injured for most of the season, and is on massive wages during a pandemic. That has no bearing on the first point though.
Also Chelsea and United (or any other English club) couldn't hold talks with him at the time but foreign clubs were free to negotiate. Chelsea in particular have people like Kovacic and Barkley in their squad, they would probably have jumped at the chance to sign someone like Ramsey. They weren't half as good as Juve though so why would he have picked them even if there was a bid?
