Don't think it's weird at all. Saliba's Niang Djibril's biggest client by a mile, and probably his biggest payday or his most likely ticket to other star clients.
So I reckon his agent may be demanding fees if he's not going to get his share of a big transfer, and across Saliba's team there's little incentive to sign yet. Then there's the possibility we want to hold off for FFP too.
Couple of things I've generally intuited about the situation: firstly, Saliba's team is quite mercenary judging by the stage-managed character of some of his public statements since he was at Marseille. Secondly, when Arsenal comes out in turn to say everything's going great, it's because there are and continue to be various challenges.
