When you submit for Champions / Europa League, there is an A-list which requires that the player has had 3 developmental years at Arsenal or in England. In a squad of 25, you ideally have 8 such players, 4 of whom must’ve been trained by Arsenal. The max non-homegrown is 17. This list is submitted in September and January.
So Saliba qualifies either as one of the 17 non-homegrown players or he can be put on the B-list which requires that you need to have been trained 2 years by the club and under 21. This list is submitted 24hrs before every game.
For the purposes of HG within the PL hr will get that status after next season as he'd have been registered with us for 3 seasons at that point under 21.
For the purposes of UEFA comps, the B-List might be complicated by the fact he wasn't registered in European comps for us in the last year or this (even though he was registered for the PL U21 squad lists) which is why we couldn't register him in our B-List this year. But he should get those two years registered with the club at the end of this season. In any case if UEFA want to be nit picky then worst come to worst, after next season he'll have had 3 years with the club and will be eligible for one of the 8 HG spots in the A List in Europe in 2022/2023. That will be undeniable.
