I think you're missing the personal dimension. Transitioning into our team would have potentially been pretty stressful:
No parents
New country
New language
Teenager
COVID
Given all that, I think the club wanted to give him a bit of breathing space rather than dropping him into the first team where the expectation (as exemplified by this very thread) would have been very high. Whether you agree with that or not, I don't think it's an unreasonable view for the club to hold.
