Yup, although Chelsea won the CL and EL once each and City have been qualifying for the last 8-9 years, they aren't ranked as highly as us. This is because we've been in the CL for something like 22 years in a row and the EL for the last 4, reaching 1 CL and 2 EL finals in that time, regularly making the R16 during each season. We're ranked like 11th out of all clubs in Europe so we'd be included each time under these proposals.
I may be misunderstanding something, but from what I see here it doesn't seem like anything before 2016 is taken into account.

Guess you're right Quincy. It does seem that a long EL run counts for more than a R16 exit.
That being said, looking at Liverpool's scores, they seemed to have picked up a larger score in the year they went to the final and lost than when they actually won it.
Also the year they won it they had a lower coefficient score than both Barca (why? No idea) and Chelsea (who won the EL). So there is some weird stuff there as well. Then again they did have a tough time in the group stages and only went through in the last game against Napoli by the skin of their teeth. Same points as Napoli, same head to head, same GD and only going through on number of goals.
