They probably won't be able to sign anyone soon because they're such a pack of lying, cheating cunts anyway.

They're already banned from signing domestic youth players because they paid inducements to a promising kid from Stoke City and his family - when the PL fined them, banned them and then made them release the kid (effectively killing the kid's career btw because he can't legally join another acdemy), they then forged documents to try and prove they shouldn't be made to pay the kids school fees which they had promised to do! What's a bit of dignity when you can save 49k in school fees!

They're also praying the Premier League doesn't look into the van Dijk debacle, hoping their pathetic apology gets them out the shit, or they could well be banned from signing senior players too.

I suspect that the hesitation is about how soon he thinks he'd be able to command a starting berth at RM.
If he thinks he's nearly ready then he is more likely to either do so or to remain at Monaco until after the WC.
If he thinks he is a couple of seasons away then he may be tempted to move to a bigger club and use it as a stepping stone.
