It's hard to say anything conclusive about a player's brain until he's fully developed. Just look at Kevin-Prince Boateng. Or Marchisio for that matter who might be the best midfielder in Europe at the moment. If anyone had suggested that three years ago you would've told them to fuck off.
Players like Götze and Wilshere are so far ahead of the curve that it isn't even funny. They're rare exceptions, not the rule. I haven't watched Shaquiri outside of Champions League, but he looks like he's able to spot an opening in a defence to me. He might not make the right decision every time but he's a kid. They're supposed to be stupid. Like every aspect of his game it's something he's going to improve with more games under his belt.
