It's a very simplistic way of looking at things in my opinion. Using the right players in the right position is also a 'tactic'. Jose Mourinho, as much as I dislike him is a good manager and he has struggled with players not performing well as has Guardiola. Despite all their drilling their teams do come up short. Ancelotti is considered another of the great managers in today's game and a couple of years back he gave an interview in the middle of a dry period for Real Madrid and said he had no idea why his Real Madrid full of top players wasn't scoring goals.
Wenger is irresponsible and way behind where football is right now but bring in any manager and they will struggle with Cazorla in a two man midfield with a player like Ozil in front of them against the big sides.
Like I said previously, we just have to look back at the players we had in midfield when we were winning not just titles but even big games. How does Cazorla Coquelin compare with them? Football in England was already changing then and moving to a three man midfield and lone striker. We had even with those players, started struggling with the man disadvantage.
Till our CL semi-final against United in 2009, Wenger and Fergusson had 14 wins each against each other and from then on we just couldn't beat United. Spurs didn't beat us for what, a decade? Chelsea the same. We dominated midfield battle for years. It was the same man managing us then.
In my opinion, the midfield hasn't been good enough for years in big games, Wenger can set-up in any way we want. Cazorla can work well in a three man central midfield but simply isn't a natural for just one partner. Not in big games any ways. For what it's worth, I believe Wenger is getting a lot out of Cazorla.
