I don't think there is a coherent long-term recruitment strategy that's based in football, nor do I think you can really have such a thing anyway. Long-term strategy is financial first and foremost. Each season needs to be treated like its your last, because anything can happen on a football pitch.
If you're in second and you have clear deficiencies in your squad and you fail to address any of them in the mid-season window that is designed for that very circumstance, you've fucked it.
