Voting and electoral participation aren't mass politics. Have a read of what the people voting have to say about the people they're voting for. They despite and mistrust them.
Elections are an orgy of resentment. Public enthusiasm for punishing outgoing governments is not to be mistaken for commitment to the half-baked and half-arsed ideas of incoming governments.
Competence isn't the issue. The issue is that absent mass-political power, what competence parliaments possess isn't pressed to the cause of popular interests, but to navigating the real powers that are in play.
Public resentment and fear against outsiders and evil conspiracies aren't indices of ordinary nature, they're displacements of the fears felt by way of the more difficult conditions in which the public lives.
Nothing's going to get very much better by hoping voting will fix anything, so buckle your seatbelts for another lost decade or two.
