Well we know Mislintat was responsible for Mavropanos coming in, and we presume his contacts at Dortmund are in play for the Aubameyang deal.
We have far too little information to assume anything about our strategic direction changing, but Aubameyang coming in at this price is definitely in keeping with signings like Özil, Sánchez, Arshavin, Lacazette, and so on, so I'd say it's been recognised we've got quality on the way out and gone out to fix it in our usual manner.
Overall I think the disappointing decision of the season has been hanging onto Sánchez until now. There's a deficit of managerial intuition when the estimation of a player's will to continue contributing at his best level are well off the mark. Wenger should've known Sánchez was going to be a strop and let him go last summer.
