He definitely has a release clause, it's well-known. Can't say exactly how much; I've seen 40 million pound quoted elsewhere, but it's there and it's relatively cheap all things considering. Roma need cash too at the moment. Their economy is falling apart after making Champions League irregularly for a few years.
Last I read Finacial Fair Play was moving in on them. That's probably why they tried to sell Nainggolan to China this window, only he wasn't interested. They've tried to sell Dzeko to Chelsea, but that fell through too. It seems to me that they are shopping their big assets around. It makes a lot of sense to take what they can get for Manolas with that in mind. They might even sell him for less than the release clause is worth depending on how bad it is. I assume that's why they want all cash up front.
