I agree that the storylines were a bit so-so, but I always found The Shield to be more about a general feeling or state of mind than about the actual plot. It was built like a downward spiral that moves slowly at first but just keeps picking up the pace. The last two or three seasons were anxiety as good as it's been portrayed on television in my opinion. There was this constant feeling of characters painting themselves into corners they just couldn't escape from.
I really admire the way the show went about its message from the first episode to the last. I think it was a lot more consistent in that sense than shows like Breaking Bad. I remember season 7 being one long horrifying thrill ride, culminating a few episodes before the actual end to leave some room for reflection when the end game finally arrived.
