Sure it could. I've seen people do it. It's a quality goal but Boateng is a joke of a defender who gets found out on top level regularly. If some other player than Messi had scored that goal it would rightly have been a contender for best CL goal of the season, and it would have made a few headlines, but people wouldn't call it one of the best goals of all time. It's just hyperbole to please the peanut gallery.
Disagree with literally everything in that post 😆 Boateng is one of the very best defenders in the world, not even a year before the CL final he had Messi in his pocket in a MOTM performance in the WC final. And imo blatant hyperbole is to claim Ramsey has one of the best ball striking techniques in the game, come on. I rate Ramsey highly and his shooting is certainly not bad but he's nowhere near Europe's elite in that regard.
While long range goals certainly can be impressive they'll never compare to goals like Messi where you destroy your opposition because you're just so much better than them, no amount of luck at all involved. Long range strikes btw seem to be more in favour in anglophone an generally northern countries for some reason, only time I'm really blown away by them is when it's ridiculous efforts like that Philips goal for QPR last season, where you'd almost have to applaud him for fucking attempting a shot on goal from his position in the first place.
