I don't think the answer lies with one or the other, but it needs both the DoF to make the call re what style and types of players he wants for the club, and then for the scouting system to find them even if via an agent, and then for the DoF to make the call to sign them. Either part may have the answers but it won't work unless applied to the right questions at the right time.

The guy in charge of transfers at Monaco wasn't Campos it was Vasilyev.

The only question I'm interested in is: Who was the brain that signed all those great young players that formed Monaco's 2016/17 title winning side? The only variable that had changed since that team was sold off is Luis Campos: He left in June 2016. Vasilyev was there until he was sacked a few months ago. Jardim has been there for all but a few months which rules out the problem being one of coaching rather than recruitment.

Campos meanwhile moves on to Lille where they rip up the squad, sign lots of players and now boast some of the best young players in France, including Nicolas Pepe. Whilst finishing ahead Lyon, Marseilles and Monaco: 39 points ahead of the latter.

Vasilyev is the one who won a bunch of domestic awards for the success that Monaco had since their promotion to Ligue 1. Campos might be a great scout but it was Vasilyev who hired him and approved of all transfers.

Either way I think you're oversimplifying it a bit, of course there have been loads of variables more that changed since 2016 other than just Campos leaving. On-pitch success has a lot more factors than just acquiring good players, and talent wise Monaco still should be ahead of Lille who actually have mostly functional players and not too many exciting talents certainly not as many as Monaco did. You also missed that Monacos backline in Glik Mendy and Sidibe all came after Campos left.

Two of those three are bog standard players.

At Lille: Ikone and Bamba are exciting talents. I've seen enough of them to know that much because I've watched quite a lot of Pepe now: And we all know how exciting he is. There are others that are highly regarded, but I'm not going to pretend I know enough to say just how good they are.

Campos was not just the scout at Monaco; having read more on it, he was technical director and then sporting director. And the domestic awards for Vasilyev don't interest me at all when trying to work out who the difference maker was.

He's clearly a very capabale guy, where he goes success seems to follow. That much is clear. Reports suggest Gazidis has made him an offer to succeed Leonardo as sporting director at Milan. It's a monster job to try and return them to former glories. If he even gets half way to succeeding in that then it will have been a big mistake not try and get him here, but we'll see.

You can't assume there's a general pattern based on a very small sample size. Maybe Monaco just got lucky for a while there.

I would sell too. We simply don't need two strikers, £80m would go a long way towards building up other areas, whether it's on the wing, a top no.10 or box to box. We would definitely need to replace those goals though.

If we're selling to fund a £25m right back that is neither needed nor rated though...

I know he got a good number of assists but anything over what we paid would be a good amount.

If people think we’re going to miss Ramsey’s determination and important goals, we will miss Laca more, he has the most match winning goals this season. Having said that, we need more balance in the team and one of Laca/Auba needs to go.

For £80m I'd do it. I think he's going to want to go anyway, no point having an unhappy player who's not quite world class instead of £80m worth of new players. First on the list has to be a back up striker though and then a goal scoring winger.

Do it. Sell sell sell if it's £80 million. We are not in a position to refuse that kind of money. Sell him and a few others and add our current transfer fund that's a £200m war chest right there.

Yeah 80m can fund 2 good signings.

I'd take that £80m and throw it at Pepe or Ndombele. Unlikely it'd be enough, but if it was, we'd be in a much better place to sign fillers (a la Fraser) with our remaining £40m.

More than likely it wouldn't be enough, so you'd need to break that £80m up to sign two other players in the £30 - £50m range. Instead of Pepe you'd end up with Bailey/Under, and instead of Ndombele you may be hoping for Tielemans.

Anywhoo....all of this still requires we shed Ozil/Mkhi contracts so we can offer new comers big ol wages. Not sure what else we'd be offering players.

Not only do we have a reduced transfer budget, but we also have a reduced wage budget after failing to regain CL - we will need to sell more than the players who are already leaving.
