I don't agree.
The technical director has to manage different departments and is responsible for the direction and strategy of the first team, academy and transfer department, working above the first team coach.
The head of recruitment has no managing responsibilities other than his scouts and has no say over diection or strategy and is told by the first team coach which types of players he wants to sign.
Mislintat wanted the job of shaping and managing the overall strategy, the job Michael Zorc does at Dortmund and Mislintat himself now does at Stuttgart. There's nothing to suggest he would have been very food at that job and lots from his past that suggests he wouldn't.
