FA chairman Greg Dyke has warned Premier League football is in danger of "having nothing to do with English people" as new proposals to limit the number of non-EU players are outlined by English football's governing body.

The FA has also revealed plans to toughen the rules on home-grown talent in the latest proposals from its commission, which was set up in 2013 to improve the England team.

The commission has also proposed changes to work permit rules having highlighted flaws in the system.

The stricter work-permit rules, approved by the Home Office on Friday, will come into force from 1 May.

Under the proposals outlined by the FA on Monday:

A player will have to have been registered with his club from the age of 15 - down from 18 - to qualify as 'home-grown'.
The minimum number of home-grown players in a club's first-team squad of 25 will increase from eight to 12, phased over four years from 2016.
At least two home-grown players must also be 'club-trained' players - defined as any player, irrespective of nationality, that has been registered for three years at their club from the age of 15.
Only the best non-EU foreign players will be granted permission to play in England.

Nobody holds a gun to Pardew's head forcing him to buy some rubbish Uruguayan.
The vast majority of foreign players in our league are EU citizens and this law doesn't affect them.

Not really, the new rules (if they're ever ratified by the Premier League, which I doubt)  will certainly ensure "homegrown" talent gets more playing time, the current half arsed rules are what create the environment that encourages keeping mediocre English talent as squad filler. 

Might be good for the English game, but definately bad for the quality of the league.

The clubs will never in a million years agree with this proposal. The homegrown quota thing would seriously hamper top clubs in Europe.

Yeah, I'm hoping sanity will prevail here.

Madness that this gets proposed at a time when no English clubs gets past the first knockout round in Europe.

that from age 15 business is a non-starter for the clubs because they can't get the EU ones in until they're 16.

This doesn't affect EU players Meaty, so the rational for it to stop the game "having little to do with English people" is obviously doomed to pointlessness.
Also as Rex says, the PL clubs who call the shots will not allow this, they always try every few years but as theres no way around EU employment and discrimination laws it never goes anywhere.

Silly proposal.

I don't see how lowering the general level of the game in England would help the English team anyway. All you need for the national team are 20 top players, the English squad already all play in the PL. What is the benefit of lowering the level they play at now? Is Phil Jagielka going to be a better player playing for Chelsea than he is for Everton?

I don't understand why English players are so unwilling to ply their trade abroad and challenge themselves, potentially giving them a unique skillset.

Because they are over valued in England already. Adding more restrictions like the ones proposed will push that value even higher and mean less incentive for them to move abroad.

As usual the FA don't have a clue, so ignorant and clueless about the issues surrounding English players.

They're always approaching it from the wrong end. If they want more English players at top teams then come up with ways to improve young English players. Don't just make it easier for them.
