Re: reputation, that's your opinion. I've always seen Aguero and David Silva as world class talents.

Not arguing in terms of absolutes, Aguero was the best player outside of the top two clubs in Spain for ages.
But when compared to a world cup/CL winners from clubs like Chelsea, Madrid and Bayern, it's pretty obvious that the latter group will be in a position to dictate the terms of his transfer better. If Aguero or Silva were to leave now, they would enjoy a similar privilege
And City are paying top dollar now - but they have competition from United and PSG
I mean, van Persie pretty much shot City down in favour of United even though City paid more and were reigning champions. I'm not saying City aren't a draw - just that United are a bigger draw.
