Just watched it again, it really did seem innocuous, Neymar wasn't planted and he sort of rode the challenge, Zuniga didn't land on him which he could have if he really wanted to hurt him.
Zuniga has apologised saying it wasn't his intention to cause injury- Just one of these things......

He broke a bone in his spine. Come on now. He shoved his knee in at the end of his run, causing fracture was obviously unintentional but extra and unnecessary force was definitely applied

There's certainly some intent from Zuniga to "do" Neymar in that situation. He was probably frustrated at the result and the level of aggression with which Brazil had played all game and wanted to dish some back.

Little did he know that his challenge would break the scrawny lad's back though.

Honestly think it's just one of those things. Tired defender who is desperate to get the ball back as his team are trailing makes a slightly clumsy challenge.
