I don't think there is anyone who would argue against this. The problem Jack will face is the probability of him continuing to be used as a utility man, and ultimately lacking a specific role. A very similar situation to the one Rooney has faced for the most part of his career.
Assuming a DM is certain fixture. That leaves Welbeck, Sanchez, Walcott, Ozil, Ramsey and Wilshere competing for 5 positions. 6 does not go into 5, so someone is a dead cert to lose out. The most likely being Wilshere as was often the case last season. His best bet is if Walcott continues to be a crock, and he better hope the Ox does not break out into a great wide player, or even a central one. In which case, Jack will be totally fucked.
I'm not talking about game time here, as he will be the first off the bench and will easily play as much as anyone else. I'm talking about him becoming the best player that he can be. That won't happen if he doesn't usurp any of the players that are better than him in each of the positions that he could potentially start in. He has been given a specific role for now, as part of a duo with Ramsey in the middle of the park. For his sake, he better hope Wenger doesn't drop him for Wally.
