Well the argument for spending your money wisely making you more likely to succeed could certainly be made. And here that would mean not spending £60m on Higuain or however much on Zlatan and then having to replace them in a few years with another big signing. Rather, seeing as the team is far from perfect using the money elsewhere instead. We don't spend enough money as it is.
And unfortunately, getting Zlatan isn't going to evaporate Wenger's shortcomings, so winning the league is far, far from a formality.
In general though, strictly as a fan, I agree I'd prefer more risks being taken for short term success
