Difference is they have identified their targets and got them , and if Plan A ( Willian ) didnt work they have moved swiftly to Plan B/C ( Lamela and maybe Eriksen ). We on the other hand seem to be dithering as usual while Wenger gambles away on the fitness of our players.
Our problem this summer is a bit more complicated. We have targeted imo top player whereas Spurs have targeted more top prospects. There are more top prospects in world football than top players and they are easier to sign.
I'd agree our strategy has a left a lot to be desired but you can't fault us for trying to get top players. People moan about Higuain but we let him go because we thought Suarez could be done, in the end that went wrong because we were poorly advised about his contract. Can't fault us for showing ambition but if we wanted him, we should of followed with a bid in the near £50mill range then I think the deal could of been done. This comes back to our strategy being poorly thought out because I think Liverpool were sending out signals they would sell if the price was right. We tried to test Bender's release clause but it isn't active yet, again ambition of trying to sign a very good player. We might make do with Flamini there for now and go back next season for him. Even now I do think the reason why we haven't gone for the likes of Lamela is because we think Di Maria is available, it is a very risky strategy though and we are either gonna look very smart or even more stupid than we do now. This Bale thing has messed us around a lot because they won't let go until he is signed in case Spurs back out.
We are looking very bad so far but I don't think it is due to us not wanting to spend, think it is down to our transfer policy being very risky and not thought out well enough, also some bad luck involved as well.
